The program aims to increase the number of social workers and psychologists who pursue clinical work with high need and high demand populations. For this funding opportunity, high need and high demand refers to rural, vulnerable, and/or underserved populations, and veterans, military personnel and their families. The Funding for this announcement is provided through the Affordable Care Act's Prevention and Public Health Fund (Section 4002 (42 U.S.C. 300 u-11).	
	
The specific goal of the program is to strengthen the clinical field competencies of social workers and psychologists who pursue clinical service with high need and high demand populations.  This program recognizes the high need and high demand experienced by military personnel and veterans, as well as the impact of war and deployment on their families. 	
	
The following objectives support accomplishment of the program goals:	
o	Provide funding to help psychology and social work graduate programs to increase their overall number of enrolled students and provide educational training and field experiences to increase the number of clinically prepared behavioral health providers working with high need and high demand populations.  Clinical experiences are important components of any psychology or social work program. 
o	Fund institutions of higher education with professional and accredited training programs in social work and psychology to: (1) recruit new students interested in pursuing a clinical concentration with identified special populations, (2) develop and implement interprofessional training, (3) add to existing, expand and/or foster the development of new pre-degree internship slots for PhD/PsyD psychology students or field placements for MSW students, and (4) provide stipend support for students for the required field placement or pre-degree internship requirements.  Seventy-five percent of the requested funding must be distributed as stipends to the social work and psychology graduate students to support their field placements and pre-degree internships respectively. The remaining twenty-five percent can be used to support 1, 2, and 3 above.
o	Provide stipend support for social work students (at least $10,000/per year/per student for 2 years for MSW students and for 1 year/per student for Advance Standing MSW students) who are committed to working with high need and high demand populations such as military personnel and their families during their field placement/s and after graduation. The first year field placement for MSW students will focus on developing a social work foundation and the second year will allow for concentration in a particular area. Applicants need to develop a plan for how they will gauge the student's commitment to working with high need and high demand populations following graduation.  
o	Provide stipend support for doctoral level (PhD/PsyD) psychology student trainees (at least $20,000/per psychology student) who are committed to working with high need and high demand populations, such as military personnel and their families during their pre-degree internship and after graduation.  Psychology programs must demonstrate a strong working relationship with APA accredited internship programs focused on these populations.  The goal of the institution collaborating with APA-accredited internships is to facilitate the development of new training slots (not supplant other funding) and ultimately accommodate more students into internships.  
	
As a result of this funding, graduate social work and psychology programs will increase their overall number of enrolled students; create more field placement and internship slots for students working with high need and high demand populations; place more students in these field placements and internships, and ultimately increase the number of clinical providers working with these populations.

Bureau of Democracy, Human Rights and Labor and Bureau of Near Eastern Affairs Joint Request for Statements of Interest: Internet Freedom Programs

SUMMARY
The Bureau of Democracy, Human Rights, and Labor (DRL) and the Bureau of Near Eastern Affairs (NEA) announce a Joint Request for Statements of Interest (SOI) from organizations interested in submitting proposals for projects that support Internet freedom under the ?Governing Justly and Democratically? Foreign Assistance program objective. This solicitation does not constitute a formal Request for Proposals: DRL and/or NEA will invite select organizations that submit SOIs to expand on their ideas via full proposal at a later date. 

REQUESTED STATEMENT OF INTEREST PROGRAM OBJECTIVES
DRL and NEA invite organizations to submit statements of interest outlining program concepts and capacity to manage projects that will foster freedom of expression and the free flow of information on the Internet and other connection technologies in East Asia, including China; the Near East, including Iran and Syria; Southeast Asia, including Burma; the South Caucasus; Eurasia, including Russia; Central Asia; Latin America, including Cuba and Venezuela; and Africa. Programming may support activities in Farsi, Chinese, Russian, Burmese, Spanish, Vietnamese, Arabic, French, and other languages. Concepts may be global in nature, regional or country-specific. 

In past years, U.S. government-funded Internet freedom programs have contributed to the development and deployment of anti-censorship and secure communications technologies in countries where Internet use is heavily filtered and monitored; grantees have conducted digital safety trainings, ranging from tailored sessions for activists, bloggers, and journalists engaged in high-risk activities, to broad awareness and education campaigns reaching many thousands of Internet users; and NGOs and universities have greatly advanced research and understanding of the nature of threats to Internet freedom around the world, and ways to respond to such threats.

However, the technologies of Internet repression, monitoring, and control continue to advance and spread as well. The need to continue to advance Internet freedom remains great. In addition to continued work on fundamental technologies of anti-censorship and secure communications, detailed and basic training offerings, and real-time monitoring and analysis of Internet threats, new needs have arisen that call for new technologies and new programmatic approaches.  For example, the greater use of Internet monitoring has increased the need in many environments for secure, private, or anonymous communications, including communications that pass through proxy servers ? while at the same time, secure communications have themselves become targets of conscious blocking efforts, creating a need for additional technologies and tools to enable secure communications without compromising the data encryption. At the same time, growing reliance on electronic communications by larger numbers 
 of people has increased the importance of broad awareness of basic security principles for Internet and mobile use, and the importance of usability in anti-censorship and secure communications tools.

To advance Internet freedom goals, statements of interest should clearly address a) support for the free flow of information and for digital activists and members of civil society organizations in exercising their rights to freedom of expression, assembly, and association, in acutely hostile Internet environments, or b) support for advocacy, evaluation, or research efforts to enhance global Internet freedom policy and diplomacy. 

Statements of interest should address one or more of the following potential program activities:

Supporting the free flow of information and digital activists:
?	Technology Expanding Open and Uncensored Access to Information and Communications: Development and support of web and mobile anti-censorship technologies to expand open and uncensored access to information and communications, by enabling Internet users in acutely hostile Internet environment to communicate past technical filtering of legitimate content. These technologies include content and site management and support tools, alternative network infrastructures, and various forms of proxy and routing services, which may be referred to as circumvention technologies. DRL and NEA will consider projects that support the development or deployment of individual technologies for specific environments or for global use, as well as projects that identify a lead organization to provide sub-grant and contractual support to non-profit organizations and for-profit companies that develop and maintain such technologies. Projects may include maintenance and expansion of proven anti-censors
 hip technologies, improvements to existing tools (including but not limited to improvements in security, availability, discoverability, unblockability, usability, and localization), or development of new technologies. Projects may also include methods to reintroduce content behind firewalls or similar services; research on technology use; and efforts to improve collaboration among developers. Where specific technologies are supported, preference will be given to peer-reviewed technologies. Preference will be given to anti-censorship technologies that also include functions, features, or capabilities to help protect the privacy and identity of the client side user from monitoring at network routers and gateways. 
?	Secure Communication Technology: Development of technologies, techniques, and training to enhance the privacy and security of communications and information dissemination, particularly using mobile technologies. Projects may include components to 1) support secure communications, privacy protecting, or anonymizing technologies; 2) provide secure web services, such as email and website hosting, with robust defenses against hacking; 3) develop mobile security tools and/or adapt mobile security tools to popular mobile platforms; 4) develop hardened devices and secure operating systems that are less susceptible to intrusion or infection; 5) improve usability and user interfaces to enable broader populations of users to adopt secure communications tools; and 6) disguise encrypted communications as ordinary traffic without compromising security.
?	Digital Safety Training: Delivery of information and training that leads to greater digital safety for users in Internet repressive societies. Programs may include efforts such as 1) targeted support to high-risk activists through trainings, mentorship, and guided practice approaches, 2) additional work to develop and support a global network of digital security trainers, 3) support for broad, public health style campaigns to raise general awareness of digital threats and encourage basic principles and practices of ?digital hygiene,? including the availability of tools to secure communications more effectively. 
?	Emergency support: Efforts to develop and deploy emergency support to netizens under threat due to web-based activities. Support may include assistance with legal support, technical assistance to recover from hacking or cyber intrusion incidents (such as Distributed Denial of Service attacks), and rapid-response advocacy, research, or information dissemination activities in response to sudden challenges to Internet freedom. Emergency support efforts should be global or regional in scope with the ability to make interventions in response to particular cases wherever they arise.

Ongoing evaluation and research to enhance global Internet freedom policy and diplomacy:
?	Policy and Advocacy: Efforts to mitigate negative trends toward Internet repression through policy and advocacy projects in a broad range of countries, to promote Internet freedom as a part of the human rights agenda in the 21st century. Projects should focus on countries where governments have taken actions that hold the potential of creating acutely hostile Internet environments. Projects should include outreach to both civil society and the business community.
?	Research and Evaluation: Research focused on dynamic technological and political contexts for Internet freedom in countries around the world; the effectiveness of anti-censorship and secure communications technologies in the face of such threats; efforts to propagate technologies that promote freedom of expression and those that implement Internet restrictions; the impact of digital safety trainings and policy and advocacy efforts; and the effectiveness of U.S. Government-funded Internet freedom programs at responding to, and evolving with, these contexts, including measuring and evaluating growing threats to Internet freedom.
?	Research Focused on Expanding the Free Flow of Information:  Targeted research on the potential range of technology options for expanding communications, including Internet connectivity, in a restrictive society where only a small portion of the population has access to the Internet and where connection speeds are highly limited. The technology options to be explored should address immediate, medium, and long-term solutions to improve communication and increase the flow of information, as well as country-wide wireless connections to the Internet and other media, without requiring a presence or connection at a stationary location.

ADDITIONAL INFORMATION
DRL and NEA support programs that uphold democratic principles, support and strengthen democratic institutions, promote human rights, and build civil society in countries and regions of the world that are geo-strategically important to the United States. Funds are available to support projects that have the potential to have an immediate impact leading to long-term sustainable reforms. Projects should have potential for continued funding beyond DRL and NEA resources. Projects must not duplicate or simply add to efforts by other entities. 

DRL and NEA will not consider projects that reflect any type of support for any member, affiliate, or representative of a designated terrorist organization, whether or not elected members of government. Organizations that are invited to submit proposals and subsequently approved for an award may be required to submit additional information on the organization and key individuals for vetting. In such cases, issuance of an award is contingent on the timely receipt of the information requested and the successful completion of the vetting process.

The bulk of project activities must take place within one (1) to three (3) years. Study tours, scholarships or exchange projects will not be deemed competitive. Projects that focus on commercial law or economic development will not be rated as competitive.

Approximately $23 million total in Internet freedom funds are available from the FY 2012 Department of State, Foreign Operations, and Related Programs Appropriations Act. Additional country and regional resources may be available to support Internet freedom efforts. To support direct and indirect costs required for implementation, DRL and NEA anticipate making awards in amounts of $500,000 - $5,000,000 for Internet freedom programs. SOIs that request more than the award ceiling or less than the award floor will be deemed technically ineligible.

Awards will be made as grants, cooperative agreements, contracts, and inter- or intra-agency transfers depending on the nature of the proposing organization and/or program requirements. Vessel Emissions Reduction Cooperative Agreements
Request for Proposals

Action:  In this Request for Proposals (RFP) the Maritime Administration Office of Environment is soliciting proposals for projects that demonstrate criteria pollutant emissions or carbon emissions reductions from marine vessels through repowering, re-engining or installation of other pollution reduction technologies, or the use of alternative fuel/energy.  

Background:  Over the past several years, the Maritime Administration (MARAD) has been partnering with other government agencies, industry, and academia on efforts to reduce vessel and port air emissions and greenhouse gases as well as support the use of alternative fuels and energy sources.  Several MARAD efforts are underway to address emissions reductions, specifically through development of planning and modeling tools and in-situ testing of alternative fuels.  MARAD recognizes the limited Federal funding opportunities specific to the maritime sector for emission reduction projects and will enter into up to three cooperative agreements with funding to assist in offsetting costs.  The total amount of funding under the RFP will be $1,500,000.

MARAD is seeking to provide cost share funding through cooperative agreements for US-flagged vessels that operate on inland or coastal waterways.  Eligible applicants include vessel owners, operators, or sponsors.  Awardees must demonstrate a reduction of emissions of nitrogen oxides (NOx), sulfur oxides (SOx), particulate matter (PM), or carbon through an approved emissions testing scheme.   Data collected under the cooperative agreement, including that related to costs, emissions, and fuel consumption must be made available to MARAD and can be used publically.  Shore side equipment upgrade or shore power projects are not eligible for funding.  

MARAD will use the results and data to support further air emissions reduction research and demonstration projects and to demonstrate the public benefit of future incentives to improve vessel related environmental stewardship. Projects that will be funded under the RFP include engine repowers, retrofits, the use of alternative fuels, or the use of alternative technologies such as hybrid engines and other emissions reduction technologies.  MARAD will not fund more than 75% of the total cost of the project.  MARAD strongly encourages collaboration among private, public, and academic organizations. 

Successful proposals must include a detailed description of the project that provides:

-Vessel class
-Engine type and size
-Operation specifics and area (including ports serviced, waterway used, frequency of operation, cargo carried)
-Pre and post award emissions reduction data for criteria pollutants and/or carbon
-Detailed cost share analysis 
-Pre and post fuel use data
-Cost data

(OES) Office of Environmental Policy at the Department of State is issuing this the Request for Applications (RFA) for a new project:  Cleaner Production and Environmental Technologies: Promoting Green Growth through Private Sector Partnerships in Morocco.  The purpose of this project is to increase private sector implementation of environmental technologies and cleaner production practices in Morocco in a manner that increases environmental protection while supporting economic growth in Morocco and the United States.  Increased growth and development of the industrial sector may result in additional pollution, energy use, and resource degradation.  Implementation of environmental technologies and cleaner production practices can help reduce these negative environmental impacts, while increasing economic savings and stimulating trade and investment.  This project will support work in Morocco to create private sector partnerships to promote the adoption of environmental technologies and cleaner production practices, primarily in micro, small- and medium-sized enterprises (MSMEs), and facilitate increased U.S. exports.  This project should result in increased economic growth and environmental protection in Morocco.  Applicants might consider engaging industry partners in facilitating entrepreneurial approaches to scaling the use of environmental technologies and furthering implementation throughout the private sector.  The successful applicant will build on existing environmental performance  improvement activities in Morocco, design projects to have a multiplier effect, and build local capacity for continuing implementation of cleaner production practices.  The application must also address promotion of jobs for youth and women, and sustainability beyond the project?s lifespan.  Additional consideration will be given to programs that provide an opportunity for high-level government buy-in and establish long-lasting partnerships between U.S. organizations and Moroccan/regional organizations to share best practices and enable supply chain linkages.  Leveraging in-country knowledge and expertise and mobilizing additional monetary and in-kind resources will be critical components of this Cooperative Agreement.  Eligibility is limited to non-profit/nongovernmental organizations (NGOs) subject to section 501 (c) (3) of the U. S. tax code, or similar entities, foreign not-for-profit organizations, educational institutions, and public international organizations.  Applicants must have significant experience working private sector environmental practices, preferably in Morocco or North Africa. In this Light-Duty Fuel Cell Electric Vehicle Validation Data Announcement (FOA), the Fuel Cell Technologies (FCT) Program seeks to fund the collection, analysis, and validation of light-duty hydrogen fuel cell electric vehicle (FCEV) performance data operating in real-world environments. Feedback will be provided to the DOE hydrogen and fuel cell R&D projects and industry partners to help determine what additional R&D is required to move the technology forward. The total DOE funding available for new awards is estimated to be $6,000,000.

Goal 1:  Significantly increase the number of older and/or disabled adults with chronic conditions who complete evidence-based CDSME programs to maintain or improve their health status.

The project will have three major components: 1) HIV testing, counseling, and linkages to services; 2) peer-to-peer educators/lay health workers for HIV/AIDS education; and 3) utilization of social media and technology. 

The project will make use of traditional outreach and innovative technology approaches to reach youth with safer sex tips, respond to questions and concerns, and to keep the youth connected with counselors and peer educators or lay health workers. The deadline for submission of proposals is Monday, July 16, 2012 at 12:00 p.m. noon (EDT).    The purpose of the Resettlement Support Center (RSC) is to assist the Bureau in preparing the necessary casework for persons eligible for interview by United States Citizenship and Immigration Services (USCIS) of the Department of Homeland Security (DHS) under the U.S. Refugee Admissions Program and, for those approved, to provide assistance in completing the additional requirements for refugee admission under Section 207 of the Immigration and Nationality Act.  In addition, the RSC forwards the necessary data on all DHS-approved cases to the Refugee Processing Center (RPC) for distribution to Reception and Placement agencies according to procedures established by the Bureau.The Bureau will enter into one award for an RSC in Latin America for an initial period beginning January 1, 2013, through September 30, 2013, subject to the availability of funds.  Through the award, the Bureau will provide full financial support to the selected organization, based on the proposal submitted in response to this request.  This financial support may be renewable for up to two additional fiscal years based upon budget submissions on an annual basis, as long as there remains a need for the RSC and the organization operating the RSC provides satisfactory service, and subject to the availability of funds.  At the end of three years, if the need to operate the RSC continues, the Bureau will re-compete the project, and the recipient of this award may participate in that process.The organization selected to operate the RSC is expected to provide refugee processing services for all U.S. Refugee Admissions Program applicants in the designated location, regardless of nationality or ethnicity, beginning on January 1, 2013.    The organization selected to operate the RSC will be expected to relate equitably to all domestic resettlement agencies. Such challenges may include changing water availability, changing land use, preserving traditional or historical sites, areas, landscapes, and/or resources, sensitive species protection and recovery, invasive species, and a range of other complex issuesall of which are further complicated as the impacts of climate change are realized.  In response, the Bureau of Reclamation (Reclamation) is participating in the Desert Landscape Conservation Cooperative (LCC).  This effort represents a broader vision of conservation that includes working with partners across landscapes to ensure that science capacity is in place to enable resource managers to successfully address these 21st century conservation challenges. 
LCCs are management-science partnerships that inform integrated resource management actions addressing climate change and other stressors within and across landscapes.  LCCs bring together science and resource conservation to support and complement adaptation strategies addressing climate change and water conservation.  Each LCC functions within a specific landscape, but it is also part of a national and, ultimately, international network.  LCCs are true cooperatives formed and directed by land, water, wildlife, and cultural resources managers and interested public and private organizations.  

Project categories were developed through a collaborative process between Desert LCC member agencies and stakeholders within the region.  This process included review of over forty technical reports and assessments developed over the Desert LCC region, six outreach meetings and workshops, and direct communication with interested stakeholders, parties, and individuals.  These projects address priority science needs identified by the Desert LCC.  The types of projects eligible for funding are more fully described in section III.C, below.
FY 2012 Desert LCC science needs:
1.	Interactions between ecosystems and hydrology
2.	Impacts of climate change and land/resource management to watersheds and associated hydroecologic resources
3.	Climate change impacts to surface water and ground water dependent habitats and species
4.	Climate change impacts to the interaction between surface water and ground water resources

Most basic centers can provide up to 21 days of shelter for a maximum of 20 youth at a time. There are exceptions for jurisdictions that have different standards for licensing. Specifically, the CFD model will be capable of predicting highly localized deposition of pharmaceutically relevant polydisperse aerosols from metered dose inhalers (MDIs) and dry powder inhalers (DPIs). The results obtained in this study will be used in developing a linked CFD-compartment model that can predict the effects of lung deposition on safety (systemic exposure) and efficacy (local delivery) for locally acting orally inhaled drugs.This investigation constitutes a critical step toward a better understanding of relationships among APSD, pharmacokinetics (PK) and local delivery for orally inhaled drug products. The outcome of the project will directly have an impact on the bioequivalence (BE) policy development for the generic orally inhaled products. In addition, the RSC forwards the necessary data on all DHS-approved cases to the Refugee Processing Center (RPC) for distribution to Reception and Placement agencies according to procedures established by the Bureau.The Bureau will enter into one Cooperative Agreement for the RSC in Vienna, Austria, for an initial period beginning October 1, 2012, through September 30, 2013, subject to the availability of funds.  Through the Cooperative Agreement, the Bureau will provide full financial support to the selected organization, based on the proposal submitted in response to this request.  This financial support may be renewable for up to two additional fiscal years based upon budget submissions on an annual basis, as long as there remains a need for the RSC and the organization operating the RSC provides satisfactory service, and subject to the availability of funds. SGI targets conservation delivery within high sage grouse abundance centers or ¿core areas¿ to help maintain large and intact grazing lands by applying conservation practices to maximize the biological return on conservation investments. NRCS and the U.S. Fish and Wildlife Service (FWS) have entered into an Interagency Agreement to implement the SGI Strategic Watershed Action Team (SWAT) to accomplish the following objectives through diverse public-private partnerships facilitated by the Intermountain West Joint Venture (IWJV). The objectives of the SGI SWAT are as follows: Increase field-level capacity by placing specialized human skill sets at critical geographic `pinch points¿ to increase SGI benefits. Increase science capacity to better focus SGI implementation, assess biological outcomes, and continually improve program delivery.Improve and enhance outreach and communication strategies to increase partner buy-in and SGI participation from landowners.  Expand SGI partnership to further leverage NRCS contributions resulting in increased outcomes and participation.The FWS, through its IWJV office located in Missoula, Montana, is seeking administrative and fiduciary assistance to implement the SGI SWAT. The FWS and the successful applicant will manage NRCS funds and other federal funds to achieve the objectives of the SGI SWAT through a Cooperative Agreement. The Cooperative Agreement will define the responsibilities of the FWS and the selected applicant.  The FWS through the IWJV will provide the oversight and technical guidance for all aspects of the SGI SWAT while the selected applicant will provide administrative and fiduciary services. The applicant¿s responsibilities include developing agreements ¿ as determined by IWJV staff ¿ with a broad array of conservation partners to carry out the objectives of the SGI SWAT; ensuring fiscal accountability for NRCS and matching funds; and delivering reports as required by the NRCS-FWS Interagency Agreement.
