SHOP Grantees must use a significant amount of SHOP Grant funds in at least two states.  SHOP Grant funds must be used for land acquisition, infrastructure improvements, and for reasonable and necessary planning, administration and management costs (not to exceed 20 percent).  The construction or rehabilitation costs of each SHOP unit must be funded with other leveraged public and private funds.  The average SHOP Grant expenditure for the combined costs of land acquisition and infrastructure improvements must not exceed $15,000 per SHOP unit.  Eligible low-income homebuyers must contribute a significant amount of sweat equity towards the development of the SHOP units.  Volunteer labor is also required.  Assisted units must be decent, safe, and sanitary non-luxury dwellings that comply with state and local codes, ordinances, and zoning requirements, and with the SHOP requirements (including requirements for energy-efficiency and water conservation).  The SHOP units must be sold to homebuyers at prices below the prevailing market price.  A homebuyers sweat equity contribution must not be mortgaged or otherwise restricted upon future sale of the SHOP unit.  SHOP Grantees may award SHOP Grant funds to local non-profit affiliate organizations to carry out the Grantees SHOP program. The Secretary of Agriculture delegated the authority for the administration of EQIP and CIG to the State Conservationist of the Natural Resources Conservation Service (NRCS), who is Vice President of the Commodity Credit Corporation (CCC).  EQIP is funded and administered by NRCS under the authorities of the CCC. The purpose of CIG is to stimulate the development and adoption of innovative conservation approaches and technologies, while leveraging the Federal investment in environmental enhancement and protection in conjunction with agricultural production.  CIG projects are expected to lead to the transfer of conservation technologies, management systems, and innovative approaches into NRCS policy, technical manuals, guides, and references, or to the private sector.  CIG does not fund research projects and projects intended to test hypotheses do not qualify for a CIG award.  CIG is used to apply or demonstrate previously proven technology.  It is a vehicle to stimulate development and adoption of conservation approaches or technologies that have been studied sufficiently to indicate a high likelihood of success, and that are a candidate for eventual technology transfer to or institutionalization.  CIG promotes sharing of skills, knowledge, technologies, and facilities among communities, governments, and other institutions to ensure that scientific and technological developments are accessible to a wider range of users.  CIG funds projects targeting innovative on-the-ground conservation, including pilot projects and field demonstrations.South Carolina NRCS will accept applications under this notice for single or multi-year projects, not to exceed 3 years, submitted by eligible entities from South Carolina for the projects within South Carolina.  Eligible entities include Federally recognized Indian tribes, State and local units of government, and non-governmental organizations and individuals.  Applications are accepted from all SC conservation partners, county conservation districts, local government, non-government entities, and individuals. Applications will be screened for completeness and compliance with the provisions of this notice.  Incomplete applications will be eliminated from competition, and notification of elimination will be mailed to the applicant. Effective solutions must satisfy a multitude of constraints arising from clinical/medical needs, social interactions, cognitive limitations, barriers to behavioral change, heterogeneity of data, semantic mismatch and limitations of current cyberphysical systems. Such solutions demand multidisciplinary teams ready to address technical, behavioral and clinical issues ranging from fundamental science to clinical practice.Due in large part to advances in high throughput and connective computing, medicine is at the cusp of a sector-wide transformation that - if nurtured through rigorous scientific innovation - promises to accelerate discovery, improve patient outcomes, decrease costs, and address the complexity of such challenging health problems as cancer, heart disease, diabetes and neurological degeneration.  These transformative changes are possible in areas ranging from the basic science of molecular genomics and proteomics to decision support for physicians, patients and caregivers through data mining to support behavior change through technology-enabled social and motivational support.  In addition to these scientific discoveries, innovative approaches are required to address delivery of high quality, economically-efficient healthcare that is rapidly becoming one of the key economic, societal and scientific challenges in the United States. The need for a significant healthcare transformation has been recognized by numerous organizations including the President's Council of Advisors on Science and Technology (PCAST), National Research Council (NRC), Institute of Medicine (IOM), Computing Community Consortium (CCC), and the National Academy of Engineering. Additionally, a congressionally mandated review of Networking and Information Technology Research and Development (NITRD) emphasized the critical role that networking and information technology will play in spurring innovation to solve the nation's most pressing challenges, beginning with health and healthcare. Several of these agencies explicitly encouraged the Department of Health and Human Services (e.g., NIH, Agency for Healthcare Research and Quality (AHRQ), Office National Coordinator for Health Information Technology (ONCHIT)) to work explicitly with the National Science Foundation to realize the scientific potential of digitally supported health and healthcare.  Recommendations also called for joint funding between these agencies to conduct cross-cutting research into the social, cognitive, and behavioral processes underlying efficient use of the new technologies, and the analytic demands implied by the new large scale databases.The purpose of this interagency program solicitation is the development of next generation health and healthcare research through high-risk, high-reward advances in the understanding of and applications in information science, technology, behavior, cognition, sensors, robotics, bioimaging, and engineering. Collaboration between academic, industry, non-profit and other organizations is strongly encouraged to establish better linkages between fundamental science, clinical practice and technology development, deployment and use. Program funding will support improved state systems of care and the implementation of activities focused on improving early and continuous screening, coordination of family-centered services through a medical home, and increasing ASD/DD awareness. Program Aim: Children and youth with ASD and other related DDs will be identified by 24 months and have access to a family-centered medical home and comprehensive, coordinated care. Program Objectives: Increase the number of children and youth with ASD and other related DDs who are identified by 24 months of age, receive first evaluation by 36 months of age and are enrolled in intervention services by 48 months of age. Activities should focus on reducing barriers to screening, referral, and diagnosis. Increase access to culturally competent family-centered medical homes that coordinate care with pediatric subspecialties. Improve the organization and capacity of community-based service systems within states, so that they are easy to use by families. Increase public and provider awareness of the signs and symptoms of ASD and other related DDs. Increase the number of families satisfied with their role as partners with providers in shared-decision making. Increase family and youth involvement in ASD and related DD program planning, implementation, and evaluation activities. Program Requirements Applicants must: Develop a program advisory panel that will guide the improvement of the states system of care. The advisory panel should consist of ASD/DD stakeholders in the state, such as the State Title V Program for Children with Special Health Care Needs (CSHCN), primary care providers including the State Chapter of the American Academy of Pediatrics, pediatric specialists, family leaders and parent organizations such as Family Voices and local autism support groups, State and community agencies, State legislatures, public and private payers, and schools. The applicant must demonstrate preliminary linkages and the capacity to develop effective partnerships with the ASD/DD stakeholders in their state; Describe the findings from a comprehensive needs assessment as noted in the project narrative/needs assessment section and review criteria of this FOA. Applicants that are unable to submit finalized needs assessment findings with the application may use the first 3 months of the grant to complete a comprehensive Statewide needs assessment that describes the States system of services for children and youth with ASD/DDs. The needs assessment should clearly describe the most medically underserved populations in the state related to ASD/DD services; Implement an existing statewide plan that: Reduces barriers to screening, referral, and diagnosis (applicants must aim to increase the proportion of young children with an ASD/DD who are screened by 24 months of age, receive first evaluation by 36 months of age, and are enrolled in intervention services by 48 months of age.) Increase family and youth involvement in ASD and related DD program planning, implementation, and evaluation activities; Implement comprehensive medical home activities that include health promotion as well as preventive and on-going routine care. Medical Homes (MH) serve as a central point of coordination for chronic conditions and for working with other community based providers and agencies to assure that the individual and family have access to the full range of services they need and are eligible for.  A medical home primary care practice routinely monitors development and screens to identify children with developmental delays and disabilities including ASD. If delays or disabilities are confirmed, they will make appropriate referrals so that treatment and intervention can begin early. Practitioners have ongoing and effective communications with the children, youth, and families under their care, and they learn to partner with the families to address needs. A proactive team approach is used to manage ASD as a chronic condition within the Medical Home. This requires coordination of the more complex services and systems such as health and education, as well as co-management with specialist and assistance with transitions in the medical system to adulthood [[]1] Conduct community outreach activities and provide information and education that increase public and provider awareness about ASD/DDs that includes CDCs Learn the Signs, Act Early Campaign Materials when appropriate; Develop a central statewide repository that links families to information about ASD/DD services and resources; Develop a comprehensive evaluation plan using national, State, and community data that measures the achievement of the program purpose, aim, and objectives noted previously, tracks the status of the applicants individual project goals and objectives, and is aligned with the Healthy People 2020 (HP2020) Maternal, Infant, and Child Health (MICH) Objective 29: Increase the proportion of young children with an autism spectrum disorder (ASD) and other developmental delays who are screened, evaluated, and enrolled in early intervention services in a timely manner. Develop a plan that will sustain key project activities beyond Federal funding.  Grantee Requirements: In addition to the above program requirements, successful applicants will also be required to participate in the following: 1)      Coordination with other MCHB Funded Grants:  Funded applicants will be expected to coordinate their activities with other MCHB grants including the LEND Training Programs, the Intervention Research Program, the State Public Health Coordinating Center, Family to Family Health Information Centers, and the State Implementation Grants for CSHCN.  It is also an expectation that successful applicants will coordinate with other MCHB funded programs listed in the Background section of this FOA. 2)      CAAI Grantee Meeting: Funded applicants will also be required to attend an annual grantee meeting which will include all grantees funded under MCHB CAAI.  The meeting will be will be held in the greater Washington, D.C. area.  Applicants should budget for two (2) staff to attend the annual meeting. 3)      Annual Autism State Program Meeting:  Funded applicants will be required to attend the annual State autism program meeting, which will include all State Autism Implementation Grantees. Proposals may include but are not limited to: assessment, planning and coordination; prevention and control programs; research to understand or determine Aquatic Invasive Species effects, risk or spread; research to develop control or eradication tools; and Outreach and Education efforts intended to produce a change in behavior that will curtail spread of invasive species. This includes a process to fund State Aquatic Nuisance Species (ANS) Management Plans officially approved by the Aquatic Nuisance Species Task Force and authorized by the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990. Project ranking criteria include: ecological benefits for Federal trust species, minimizing or removing impacts of aquatic species posing highest risks to native species or ecosystems, current scientific knowledge and proven technology, and addressing objectives outlined in approved federal, state, regional, tribal or species aquatic nuisance species control and management plans. In 2011, FDA proposed tighter quality and bioequivalence (BE) standards for NTI drugs.  These new standards will further enhance the quality and therapeutic equivalence of generic NTI drugs. One challenge in implementing tighter quality and bioequivalence (BE) standards for NTI drugs is to identify drugs that can be classified as NTI drugs. Since then, 389 research projects have been proposed and 41 (representing 92 individual awards) have been recommended for funding.
The Synergistic Idea Development Award supports new ideas that represent innovative approaches to prostate cancer research involving two or three independent, faculty-level (or equivalent) Principal Investigators (PIs). These investigators should use complementary and synergistic perspectives to address a central problem or question in prostate cancer research. This award is designed to support both new and pre-existing partnerships.
The overall goal of this award is to significantly accelerate advances in prostate cancer research to support the PCRP vision of conquering prostate cancer. Although groundbreaking research often involves a degree of risk, applications should be based on a sound scientific rationale that is established through logical reasoning and/or critical review and analysis of the literature. Due to this awards emphasis on innovation, presentation of preliminary data relevant to prostate cancer and the proposed project is encouraged but not required. Research deemed innovative may represent a new paradigm, challenge current paradigms, look at existing problems from new perspectives, or exhibit other highly creative qualities. Research that is an incremental advance upon published data is not considered innovative.
The PCRP seeks applications from the wide spectrum of basic, population-based, translational, and clinical research. In addition, applicants are expected to address at least one of the PCRP focus areas and are highly encouraged to address one of the PCRP overarching challenges. If the proposed project does not address any of the overarching challenges, the application should include a description to justify how the project will nevertheless address a critical need in the field of prostate cancer research and/or patient care.
The Synergistic Idea Development Award requires that multiple investigators jointly design a single project, with comparable levels of intellectual input from each PI. However, each partner will be recognized as a PI, submit a separate application, and receive an individual award. The research project must be supported by the unique expertise, experience, and abilities of each PI, and it must clearly define the synergistic components that will facilitate and accelerate progress in a way that could not be accomplished through independent efforts. Multidisciplinary projects are encouraged, and multi-institutional projects are allowed. Each proposed study must include clearly stated plans for interactions among all PIs and institutions involved. The plans must include communication, coordination of research progress and results, and data transfer. Additionally, multi-institutional applications must provide an intellectual property plan to resolve potential intellectual and material property issues and to remove institutional barriers that might interfere with achieving high levels of cooperation to ensure the successful completion of this award.

The vast majority of these biomarkers have not been validated or qualified for clinical use, or such studies have been conducted on only a very limited basis, e.g., within a single institution. Thus, the number of markers that have been translated to clinical practice is very small, despite the known limitations of the current standard of care using the biomarker prostate specific antigen (PSA).
The PCRP Biomarker Development Award was introduced in FY12 to fund near-term validation or qualification studies that will advance known prostate cancer biomarkers into the clinical setting. Specifically, this award will support high-impact research aimed at multi-institutional validation and/or qualification of prostate cancer biomarkers for crucial decision-making in prostate cancer management, including detection of aggressive disease, prognosis and progression, and prediction and assessment of response to therapy. It is anticipated that studies supported through this award will produce clinically useful biomarkers that will provide improved specificity for detection of clinically relevant prostate cancer, as well as distinguish between aggressive and indolent disease, which will in turn reduce the burdens of prostate cancer overtreatment and improve the clinical management of this disease.
Proposed projects should demonstrate a high potential for commercialization and clinical use of the projects outcomes. As such, the inclusion of clinical trials is allowed. It is the responsibility of the Principal Investigator (PI) to clearly articulate the potential near-term impact of the study on current clinical practice for prostate cancer management. Due to the expectation for near-term impact, studies toward discovery of new biomarkers, studies using tissues or other samples to further investigate biomarker expression patterns prior to large-scale validation or qualification, or studies in model systems to improve or refine biomarkers are not consistent with the intent of this award mechanism and will not be supported.
A biological marker, or biomarker, is defined as a characteristic that is objectively measured and evaluated as an indicator of normal biologic processes, pathogenic processes, or biological responses to a therapeutic intervention.1 For the purpose of this award, biomarker validation refers to the process of ensuring that a biomarker or technology (e.g., imaging) will be accurately and reliably measured through the performance characteristics of a biomarker assay, which involves determining the range of conditions under which the biomarker will give reproducible and accurate data.2 Alternatively, biomarker qualification is defined as the evidentiary fit-for-purpose process of correlating a biomarker with biological processes and/or clinical endpoints.3
The PCRP recognizes that, to move beyond current practice, a combination of biomarkers including those measured in biofluids (e.g., blood, urine), tissue-based biomarkers that provide optimal patient-centered treatment, and new imaging techniques, are needed. The emphasis for the Biomarker Development Award mechanism is on biomarkers that can be assessed through noninvasive or minimally invasive methods. Examples of biomarkers may include, but are not limited to:
 circulating tumor cells
 signatures of genetic or epigenetic changes
 specifically expressed genes, proteins, or metabolites, and
 molecular, physiological, and/or immunological imaging entities
In addition, the significant heterogeneity of prostate tumors should be well considered in any proposed biomarker project. The molecular, cellular, histopathologic, and clinical heterogeneity of prostate tumors presents challenges to the efficacy of many biomarkers. Therefore, PIs are strongly encouraged to address the complexities of intratumoral heterogeneity and how their validation or qualification efforts, and ultimately the biomarkers clinical application, may be impacted.
All projects proposed for the Biomarker Development Award must address one of the PCRP overarching challenges and the PCRP focus area of Biomarker Development.
Partnering PI Option: Due to the multi-institutional nature of the Biomarker Development Award mechanism, the Partnering PI Option is available to accommodate up to three PIs, each of whom will receive a separate award. One partner is identified as the Initiating PI and additional PIs are identified as Partnering PIs. The Initiating and Partnering PIs have different application submission requirements; however, each PI should contribute to the preparation of each of the application components. The PIs may have expertise in similar or disparate scientific disciplines. It is the responsibility of the collaborating investigators to describe how their efforts will combine and synergize to maximize the projects outcomes.
Key aspects of this award include:
(1) Candidate Biomarker(s) and Evaluation: Applications for this award must include clear descriptions of the candidate biomarker(s) for validation or qualification studies. Projects studying multiple biomarkers are highly encouraged. Applications must also include relevant preliminary data from previously completed testing that demonstrate the suitability of the biomarker(s) for further testing toward clinical application. Sufficient detail must be provided to demonstrate how the biomarkers will be validated or qualified, including the approaches that will be applied to establish feasibility, reliability, and reproducibility, and the criteria that will provide the evidence for evaluating the biomarkers. These criteria may include, but are not limited to:
 Improved performance relative to current, clinically accepted biomarkers
 Availability of a robust analytical assay to reliably and reproducibly assess the validity of the biomarkers association with prostate cancer or clinical outcomes
 Biological association of the biomarker(s) with prostate cancer (e.g., disease stage/grade, distinguish aggressive/indolent)
 Strength of association of changes in biomarker levels with pathological/clinical outcomes
 Sufficient sensitivity and specificity to guarantee the biomarker(s) does not detect benign physiological processes of the prostate gland and other organs
In addition, applications must include, where appropriate, consideration of the Tumor Marker Utility Grading System (TMUGS)4 and, as applicable, be consistent with current U.S. Food and Drug Administration (FDA) guidance for biomarker validation or qualification. In addition, it is highly recommended that PIs demonstrate appropriate consideration of the literature on optimal design of marker studies.5
(2) Multi-institutional Approach: Applications to the PCRP Biomarker Development Award are required to be multi-institutional in their approaches to large-scale biomarker validation or qualification. Importantly, inclusion of independent patient cohorts is an expectation for supported studies.
(3) Leveraging of Resources: The PCRP expects that PIs applying for the Biomarker Development Award will leverage existing prostate cancer resources to address high-impact research ideas. For example, many putative prostate cancer biomarkers have never been validated or qualified nor are they readily available for study beyond the laboratories where they were first discovered. Because these biomarkers are not leveraged for study beyond the original source, other groups expend additional time and resources duplicating efforts. Therefore, this award strongly encourages evidence of leveraging biomarker development efforts. Additionally, this award seeks to leverage other resources, supported by the PCRP or other agencies, such as prostate cancer biorepositories (e.g., Prostate Cancer Biorepository Network [PCBN] [http://www.prostatebiorepository.org/], North Carolina  Louisiana Prostate Cancer Project [PCaP] [http://ncla-pcap.org/index.php]), epidemiological resources, databases of clinical data and/or metadata, transcriptome or proteome datasets, or other existing resources. PIs should consider collaborations with personnel affiliated with established prostate cancer resources.
It is the responsibility of the PI(s) to explain how the proposed research leverages existing resources. Applications should also include evidence to support sufficient accessibility and availability of all materials and resources needed to conduct the study so that the project can commence immediately after an award is made.
(4) Implementation Plan: The project(s) must be supported by a detailed plan that identifies critical milestones, outlines the knowledge, expertise, and technical innovations that the investigative team will utilize to achieve the milestones, and explains how the outcomes of the project(s) will be translated to patients in the near term. It is strongly encouraged that PIs begin discussions with the FDA early to determine FDA-driven milestones, which should be incorporated into the implementation plan. The application must include information demonstrating accessibility and availability of human subjects, substances, data, and/or materials necessary for the study so that the project(s) can commence immediately after an award is made. A robust statistical plan and statistical expertise should be included where appropriate in proposed investigation(s).
(5) Research Team: Projects proposed under this award mechanism are required to be multi-institutional. Applications should include a clear description of a consistent and coordinated research effort, with a robust communications plan, by all investigators involved in the project. The overall effort should be led by one or more experienced PIs with records of successfully leading large, focused projects, and who will combine the resources and expertise of all investigators into a synergistic collaboration to achieve the goal of moving prostate cancer biomarkers to clinical practice. The inclusion of scientific advisors, external to the conduct of the research, is encouraged. The PCRP Science Officer assigned to any resulting award must be invited to participate in periodic research team meetings. The plan for such meetings should be noted in the application.

The National Center will be a catalyst that brings together all forms of campus public safety, professional associations, advocacy organizations, community leaders, and others to improve and expand services to those who are charged with providing a safe environment on the campuses of the nation's colleges and universities.
The National Center will work closely with DOJ to:
1. Identify and prioritize the needs of the field and to reach out to key stakeholders and identify their role in The Center.
2. Serve as the one-stop shop for campus public safety.
3. Connect existing federal and non-federal resources with the needs of constituents.
4. Connect major campus public safety entities with one another, and with federal agencies
to facilitate collaboration and coordination around issues of campus public safety.
5. Highlight and promote best and innovative practices specific to campus public safety
efforts and develop comprehensive responses that meet the complexity of needs on
campus by integrating key issues in public safety.

Assistance will be provided for political parties to participate in elections and other political processes in South Sudan. USAID will advise applicants of project objectives and desired outcome; however, applicants must provide the methodology or approach for implementation of the project. Applicants will have the opportunity to propose a sound, cost effective approach for the Program. The mission of the OMH is to improve the health of racial and ethnic minority populations through the development of policies and programs that will help eliminate health disparities.  OMH serves as the focal point in HHS for leadership, policy development and coordination, service demonstrations, information exchange, coalition and partne
 rship building, and related efforts to address the health needs of racial and ethnic minorities.  OMH activities support Healthy People 2020, a comprehensive set of disease prevention and health promotion objectives for the Nation to achieve over the second decade of the 21st century (www.healthypeople.gov).  An overarching goal of Healthy People is to achieve health equity, eliminate disparities, and improve the health of all groups.    

As part of a continuing HHS effort to improve the health and well being of racial and ethnic minorities, the Department announces availability of FY 2013 funding for the State Partnership Grant Program to Improve Minority Health, (hereafter referred to as the State Partnership Program).  The State Partnership Program seeks to address significant health disparities impacting minorities through the utilization of partnerships between the Office of Minority Health and state and territorial health departments.  

In April 2011, HHS released the HHS Action Plan to Reduce Racial and Ethnic Health Disparities (hereinafter, ?HHS Disparities Action Plan?).  The HHS Disparities Action Plan emphasizes approaches that are evidence-based and will achieve a large-scale impact.  The vision of the HHS Disparities Action Plan is: ?A nation free of disparities in health and health care.? It proposes a set of Secretarial priorities, programmatic strategies, and high-impact actions to achieve the Secretary?s strategic goals for the Department.  The HHS Disparities Action Plan is framed by the Department?s Strategic goals: 
I.	 Transform health care;  
II.	Strengthen the nation?s health and human services infrastructure and workforce; 
III.	Advance the health, safety, and well-being of the American people; 
IV.	Advance scientific knowledge and innovation; and, 
V.	Increase the efficiency, transparency, and accountability of HHS programs.  
As part of a continuing HHS effort to improve the health and well-being of racial and ethnic minorities, and in support of HHS strategic goals, OMH announces the anticipated availability of funds for the State Partnership Program.  

This funding announcement is also made in support of the National Partnership for Action (NPA) to End Health Disparities initiative. The mission of the NPA is to work with individuals and organizations across the country to create a Nation free of health disparities with quality health outcomes for all by achieving the following five objectives: increasing awareness of health disparities; strengthening leadership at all levels for addressing health disparities; improving health and healthcare outcomes for racial, ethnic, and underserved populations; improving cultural and linguistic competency and diversity of the health-related workforce; and better coordinating and utilizing research and  evaluation outcomes. The NPA has a strong focus on bringing together partners from across different levels and sectors to address the social determinants of health and to affect policies, practices, and other changes that will ultimately end health disparities.

The challenge to improve minority health and eliminate health disparities relies on the commitment of state and territorial health departments to continuously improve health status and find innovative ways to tackle simple and complicated problems with limited resources.  It is noted that several states and territories recognized the need for a focal point within the their health department to address minority health issues prior to the initial funding of State Partnership Program grants in 2005 by the Office of Minority Health.  Funding by the Office of Minority Health provided a means for states and territories to continue their efforts to ascertain the effectiveness of interventions, including systems change, to address the priority health areas affecting racial and ethnic minorities led by the 44 state and territorial offices of minority health funded in 2010, and a means to dedicate personnel and other resources to address health disparities issues.  The complexity of he
 alth disparities among racial and ethnic minorities actions to communicate health issues and health emergencies to at-risk communities and vulnerable populations, and engaging in workforce diversity challenges, require the coordination of multiple layers of partnerships to achieve improvements and systems changes.  State offices of minority health (SOMHs), through the State Partnership Program, are dedicated to the use of partnerships to effectively and efficiently utilize limited resources and create systems change through the inclusion of all stakeholders.

Indications are that the nation will be more racially and ethnically diverse, and the population is aging, according to the U.S. Census Bureau projections.2  In anticipation of such demographic shifts, the SOMHs have been positioning themselves to be a link with racial and ethnic minority communities, develop partnerships in communities, and be the liaison to state health department.  By bringing together state health agencies, human services and the community to work collaboratively on advancing health disparities, health equity, increasing access to health care, linguistic and cultural competency, the SOMHs will demonstrate the value of leveraging partnerships to achieve a shared goal of reducing health disparities.  The SOMHs are in a unique position to advance health equity, improve health care quality, implement strategies to eliminate health disparities, advance outreach and educational activities, and leverage resources with other state agencies as well as, health care
  organizations, clinics, community-based organizations, faith-based organizations, national organizations, academic institutions, small businesses, and philanthropic organizations.

The State Partnership Program intends to demonstrate the effectiveness and efficiency of strategic partnerships in improving the health status of minority populations and eliminating health disparities by addressing data needs regarding health disparities; developing partnerships and systems to improve access to health care; and implementing targeted health issue interventions that promote science-based health promotion and disease prevention research, or advance strategic plans and policies, or support state-level health practices. This program also seeks to demonstrate that strategic partnerships are invaluable to the implementation of strategies and interventions that focus on workforce diversity policies to expand recruitment of racial and ethnic minorities who enroll in health professions training during the period of the grant.</td></tr></table></TD></TR></TABLE>]]></content:encoded>

The IVLP is the U.S. Department of States premier professional exchange program. Launched in 1940, the IVLP is a professional exchange program that seeks to build mutual understanding between the U.S. and other nations through carefully designed short-term visits to the U.S. for current and emerging foreign leaders. These visits reflect the International Visitors professional interests and support the foreign policy goals of the United States.Organizations must submit a proposal that falls between the floor of $500,000 and the ceiling of $5,245,000. The amount of funding available is approximate and will be determined pending the availability of FY 2014 funds. The assistance awards, all together, will support programming for approximately 4,800 International Visitors (IVs). Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals. Organizations eligible for renewal awards in FY 2014, may either submit a proposal to renew their grant under solicitation number ECA/PE/V-14-01 or may submit a proposal for the FY 2014 IVLP RFGP under the solicitation number ECA/PE/V-14-05-OY-B. Applicants may submit only one proposal under this competition. If proposals are received from the same applicant for both the renewal solicitation and in response to the RFGP, ALL submissions will be declared technically ineligible and will receive no further consideration in the review process.
