Any local non-governmental organizations (NGOs), private voluntary organizations (PVO), faith based and community organizations and for profit companies willing to forego profit will be eligible for award under this APS. Local Partner may serve as a prime receipient of the Cooperative Agreement who engages through a sub-agreement or sub-contract, other local, regional or international partners.

Description
1.4.1 Program ObjectivesThe goal of the Namibia Local Action against GBV (NaLAG) APS is to reduce the incidence of GBV and strengthen responses to GBV in Hardap and Kavango Regions by: • Promoting sustained community engagement and leadership to reduce acceptability of GBV, and • Strengthening protective and support systems for survivors of GBVSpecifically, this APS calls for proposals to: 1. Improve awareness of GBV at the local level by mobilizing communities to become proactive in recognizing and addressing GBV, and decrease community tolerance for GBV. 2. Prioritize local leadership capacity to prevent or respond to GBV by building the capacity of traditional leaders and other community court duty bearers and advocates to fulfill mandates in line with national policies and legislation on GBV.3. Improve support services for GBV survivors by increasing access to quality services and interventions that improve outcomes for individuals affected by GBV such as health, psychological, social, legal and economic services. The USG is seeking applications that will maximize the available PEPFAR Gender Challenge Funds for implementing activities that will be complementary to current USG priorities and principles outlined in the draft USG/Namibia GHI strategy, the USG/GRN PF, and that will reinforce USG programs in the targeted regions. It is expected that the activities implemented under this APS will lead to increased community mobilization and ownership related to the prevention of GBV, and improved access to GBV-related services in the Hardap and Kavango Regions of Namibia. Lessons learned through community-based mobilization and sensitization activities under this APS should be shared with the teams working at national level to facilitate information flow from community to regional to national levels and inform national-level approaches.
