The Government of Botswana (GOB) and the United Nations Commission for Refugees (UNHCR) manage Dukwi refugee camp in Botswana. Through the PEPFAR Partnership Framework with the GOB, CDC Botswana has committed to supporting HIV care and treatment services to the residents of the camp. The Botswana Red Cross Society (BRCS) is the only organization allowed by the GOB to provide health services in the Dukwi refugee camp. Because the BRCS is the only organization allowed by the GOV to provide HIV care and treatment services in the Dukwi Refugee Camp, this precludes full and open competition.
