Eligible applicants include domestic public or private and non-profit entities including faith-based organizations and community-based organizations with national reach into all states, as well as into territories, tribes and localities. National reach can be accomplished through a network of partnerships with other entities. Faith-based and community organizations that meet eligibility requirements are eligible to receive awards under this funding opportunity announcement. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.

The Administration for Community Living will hold a competition for a cooperative agreement to operate the Eldercare Locator. The Eldercare Locator is a service that assists older adults, their families and caregivers find their way through the maze of services for seniors by identifying trustworthy local support resources. The goal is to provide users with the information and resources they need that will help older persons live independently and safely in their homes and communities for as long as possible.
