Pursuant to EDA's authorizing legislation, the Public Works and Economic Development Act of 1965, as ameded (PWEDA), eligible applicants for and recipients of EDA investment assistance include a District Organization; an Indian Tribe or a consortium of Indian Tribes; a State; a city or other political subdivision of a State, including a special purpose unit of a State or local government engaged in economic or infrastructure development activities, or a consortium of political subdivisions; an institution of higher education or a consortium of institutions of higher education; and a public or private non-profit organization or association.

Description
EDA’s Planning Program is one of six economic development assistance programs the agency operates under PWEDA. Under the Planning Program EDA provides assistance to eligible recipients to create regional economic development plans in order to stimulate and guide the economic development efforts of a community or region. As part of the Planning Program, EDA supports Partnership Planning investments to Economic Development Districts (EDDs) to facilitate the development, implementation, revision, or replacement of Comprehensive Economic Development Strategies (CEDS).
Pursuant to its NTA Program, EDA is soliciting applications for an economic development research project to evaluate the effectiveness of EDA’s EDD Partnership Planning Program and to complete an assessment of EDDs’ CEDS documents.
