Department of StateBureau of International Narcotics and Law Enforcement (INL) Request for Grant Proposals: Law Enforcement and Rule of Law Programs for Countries in Central AmericaSUMMARYINL announces a request for proposals from organizations interested in submitting proposals for law enforcement and rule of law projects in various Central American countries including: Belize, Costa Rica, Guatemala, Honduras, and Nicaragua.PLEASE NOTE: INL strongly urges applicants to access www.grants.gov immediately in order to obtain a username and password. It may take several weeks to register with www.grants.gov. Please see the section entitled, “DEADLINE AND SUBMISSION INSTRUCTIONS” below for specific instructions. TARGET THEMES AND COUNTRIESINL invites organizations to submit proposals outlining program concepts and capacity to manage projects targeting the following issues:BelizeMerida Strategic Objective: 3.1 Improve Justice System Efficiency/Effectiveness. Project: Courts ManagementApproximately $516,000 available: INL seeks proposals that build the capacity of courts to manage cases related to narcotics and transnational crime. Programs may include targeted technical assistance to address justice sector administration and case management, and support the development of case tracking systems.Merida Strategic Objective: 3.1 Improve Justice System Efficiency/Effectiveness. Project: Prosecutorial Capacity BuildingApproximately $300,000 available: INL seeks proposals that build the capacity of police, judicial investigators, and prosecutors to address cases related to narcotics and transnational crime. Programs may support targeted technical assistance and training to police, prosecutors, and judicial investigators, as well as assistance to enhance coordination between the entities.Merida Strategic Objective: 3.1 Improve Justice System Efficiency/Effectiveness. Project: Juvenile Justice Systems and Post-Prison RehabilitationApproximately $100,000 available: INL seeks proposals that support juvenile justice systems and post-prison rehabilitation and reintegration.
