It is intended to restrict eligibility for this FOA to applicant entities that satisfy the following requirements: A) Located in the United States and B) State or territorial governments; or C) Local governments; or D) Consortia, made up of regional or statewide teams of local governments, large single jurisdictions, or Indian Tribes; or E) Non-profit or for-profit entities authorized to act on behalf of a consortia of state and/or local governments, and F) The total population represented by eligible entities for this FOA must be 500,000 or greater as defined by the 2010 report of the U.S. Census Bureau

Description

I. The purposes of this amendment are to: A) Extend the Application Due Date to 09/09/2011 at 5:00 PM Eastern Time. B) Delete references to Federally Funded Research & Development Centers (FFRDCs) from Section IV.C.10 and 11. II. The areas which have changed are highlighted within the Funding Opportunity Announcement in green. III. All other parts of the FOA remain unchanged. The objective of this Funding Opportunity Announcement for a Rooftop Solar Challenge is to achieve measurable improvements in market conditions for rooftop photovoltaic across the United States, with an emphasis on streamlined and standardized permitting and interconnection processes. DOE anticipates providing up to $12.5M to up to 25 awardees to accomplish the goals of this funding opportunity. This FOA directly supports the goals of the Department of Energy Office of Energy Efficiency and Renewable Energy, Solar Energy Technologies Program and the SunShot Initiative. This FOA will take a phased approach addressing four main action areas (listed below), designed so that awardees that succeed in all action areas will have the necessary policy and process framework in place to support a robust solar market in their region: Permitting and Interconnection Processes; Net Metering and Interconnection Standards; Financing Options; and Planning and Zoning.
