This notice highlights the Department of Homeland Security (DHS) Science and Technology (S&T) Directorate efforts of the Commercial Mobile Alert Service (CMAS) Research, Development, Testing, and Evaluation (RDT&E) Program as referenced in the Long Range Broad Agency Announcement (LRBAA). Please visit http://bit.ly/ytu7w3 for more detailed information about the LRBAA, including research areas of strategic interest, submission requirements and processes, and evaluation criteria. The DHS S&T is looking for research in the below areas. Additional detail is available on each of these areas in the LRBAA (pages 13-14). o Public Response (FRG.03): Research to better understand how the public will respond to alert and warning messages on mobile devices o Diverse Populations (FRG.04): Research to better understand how to ensure the same timely and effective access to alerts and warnings for diverse populations including persons with functional and access needs, transients/tourists, elderly/older, isolated/rural populations, institutional populations and non-English speaking peopleo Geo-Targeting (FRG.05): Research to better determine when more granular geo-targeting is appropriate and how broadly targeting should be extended from the point of incident as well as Identification, testing, and evaluation of technologies that provide the capability of more granular geo-targeting While the LRBAA does not officially close until December 31, 2012, DHS S&T strongly encourages the submission of white papers toward the above listed research topics prior to the closing of this notice. Offerors shall register at https://baa2.st.dhs.gov/portal/BAA/. White papers and full proposals WILL NOT be accepted from unregistered organizations. More about the LRBAAThe Long-Range Broad Agency Announcement (LRBAA) is a standing, open invitation to the scientific and technical communities to fund pioneering research and development (R&D) projects in support of our nation’s security. Its purpose is to advance our scientific and technical knowledge and to apply such advances to the DHS’ operational environments. S&T seeks R&D projects for revolutionary, evolving, and maturing technologies that demonstrate the potential for significant improvement in homeland security missions and operations. The LRBAA has not allocated a pre-defined level of funding. As such, the provision of funds is an important consideration when an otherwise promising proposal is evaluated. Funding through the LRBAA may be done as a contract, grant, or cooperative agreement. You will be notified of the type of funding your research project is eligible for when and if your white paper is encouraged for the submission of a full proposal.
