Part A Grantees that were classified as an EMA or as a TGA in fiscal year (FY) 2007 and continue to meet the statutory requirements are eligible to apply for these funds. For an EMA, this is more than 2,000 cases of AIDS reported and confirmed during the most recent 5 calendar years, and for a TGA, this is at least 1,000, but fewer than 2,000 cases of AIDS reported and confirmed during the most recent period of 5 calendar years for which such data are available?. Additionally, they must not have fallen below, for three consecutive years, the required incidence levels already specifiedrequired prevalence levels (cumulative total of living cases of AIDS reported to and confirmed by the Director of the CDC as of December 31 of the most recent calendar year for which such data are available). For an EMA, this is 3,000 living cases of AIDS, and for a TGA, this is 1,500 living cases of AIDS.

Description
This announcement solicits applications for the HIV Care Program Part A HIV Emergency Relief Grant Program. Part A funds provide direct financial assistance to an Eligible Metropolitan Area (EMA) or a Transitional Grant Area (TGA) that has been severely affected by the HIV epidemic. Formula and Supplemental grants assist eligible program areas in developing or enhancing access to a comprehensive continuum of high quality, community-based care for low-income individuals and families with HIV. A comprehensive continuum of care includes the 13 core medical services specified in law, and appropriate support services that assist People Living With HIV/AIDS (PLWH/A) in accessing treatment for HIV/AIDS infection that is consistent with the Department of Health and Human Service (HHS) Treatment Guidelines. Comprehensive HIV/AIDS care beyond these core services may include supportive services that meet the criteria of enabling individuals and families living with HIV/AIDS to access and remain in primary medical care to improve their medical outcomes.
