Interior least terns and piping plovers are federally listed species nesting in the upper Missouri River system.  Extensive annual monitoring of the reproduction and productivity of these two species is conducted by the U.S. Geological Survey in cooperation with the U.S. Army Corps of Engineers.  Such monitoring facilitates management of this dynamic river system which serves as an important breeding area for these listed species.  Both species nest in open sand, gravel, or shell-covered substrates along rivers, coastal areas, and lake edges.  Researchers conduct grid searches to locate nests and monitor them every 2-3 days to determine nest fate. Nest fates are classified using sign at the nest, but this method has not been rigorously evaluated to determine if misclassification occurs, and if so, how often for each species.</td></tr></table></TD></TR></TABLE>]]></content:encoded>

With the passage of ATRA, the MIPPA programs have again been reauthorized for a total of $25 million in Fiscal Year (FY) 2013. This legislation builds upon the 2008 MIPPA legislation which provided for beneficiary outreach and included funding to State Health Insurance Assistance Programs (SHIPs), Area Agencies on Aging (AAAs), Aging and Disability Resource Center programs (ADRCs),  and for a resource center to help coordinate efforts to inform older Americans about available Federal and State benefits.
The Centers for Medicare & Medicaid Services (CMS) and the Administration for Community Living (ACL) are jointly administering the MIPPA funding through a single announcement and a coordinated implementation and monitoring process as a model for similar state and local collaboration for this funding. 
SHIPs, AAAs, and ADRCs have successfully filled an important role, providing valuable support at both the state and community levels for organizations involved in reaching people likely to be eligible for the Low Income Subsidy program (LIS), Medicare Savings Program (MSP), Medicare Prescription Drug Coverage (Part D) and in assisting beneficiaries in applying for benefits. CMS and ACL seek plans from states that will describe how the 2013 MIPPA funds will be used to enhance those efforts through statewide and local coalition building focused on intensified outreach activities to help beneficiaries understand and apply for their Medicare benefits.  Consistent with 2009 and 2010 MIPPA funding, states should provide one coordinated State Plan in their application that covers the activities supported by the various funding sources available under MIPPA. 
CMS and ACL request that states describe specific project plans to expand, extend, or enhance the outreach efforts to beneficiaries on Medicare Part D and for those with limited incomes.  States should describe how the SHIP, AAA and ADRC efforts will be coordinated to provide outreach to beneficiaries with limited incomes statewide, for general Medicare Part D outreach and assistance to beneficiaries in rural areas and for outreach activities aimed at Medicare prevention and wellness benefits as well as the improvements in the Part D program under the Affordable Care Act as mandated by Section 3306 of the Act.  States are asked to review their 2010 MIPPA plans and update these plans to reflect successes achieved to date and direct their efforts to enhance and expand their MIPPA outreach activities. </td></tr></table></TD></TR></TABLE>]]></content:encoded>

Purpose of Program: Promoting the Readiness of Minors in Supplemental Security Income (PROMISE) is a joint initiative of the U.S. Department of Education (ED), the U.S. Social Security Administration (SSA), the U.S. Department of Health and Human Services (DHHS), and the U.S. Department of Labor (DOL). Under PROMISE, ED will fund States to develop and implement model demonstration projects (MDPs) that promote positive outcomes for children who receive Supplemental Security Income (SSI) and their families. Specifically, PROMISE is intended to improve the provision and coordination of services and supports for child SSI recipients and their families to enable them to achieve improved outcomes. These outcomes include graduating from high school ready for college and a career, completing postsecondary education and job training, and obtaining competitive employment in an integrated setting and, as a result, achieving long-term reductions in the child recipients' reliance on SSI.

The proposed project is a systematic, non-invasive metal detector survey of a 45-acre parcel at FOUN situated immediately southwest and southeast of the 1861-1863 FOUN Second Fort, the area where the 1st Colorado allegedly camped for 84 days in 1862. The survey will aim to identify, plot, and map the surviving physical remnants of the 1st Colorado encampment. Surviving physical remnants of the camp likely include such archeological features as tent depressions, cooking hearths, and latrines.

The metal detector survey of the 1862 1st Colorado encampment will provide scholars crucial information about daily life and behavior among volunteer infantry regiments during the Civil War. Regular army officers (Union and Confederate) frequently criticized volunteer infantry regiments, complaining about their unprofessionalism and lack of military discipline. By examining the physical layout of the FOUNs 1862 1st Colorado encampment, scholars will be able to gauge the degree to which one particular volunteer regiment actually conformed to (or strayed from) established military regulations dictating camp design.

Reclamation established the Water Conservation Field Services Program (WCFSP) in 1996 with the purpose of fulfilling its water conservation-related obligation as outlined in Section 210 of the Reclamation Reform Act (RRA) of 1982 directing the Secretary to encourage and implement water conservation measures on Federal Reclamation projects.  Directives and Standards (WTR 01-02) were developed for the program which outlined Reclamation's procedures for administering the WCFSP pursuant to the RRA and other existing authorities, including the provision of technical and financial assistance to non-Federal entities and the administration of water conservation plans.   

The primary purposes or four major components of the WCFSP are to:

	A. Assist in developing effective water management and conservation plans;
	B. Encourage and promote implementation of water efficiency measures;
	C. Demonstrate conservation technologies; and
	D. Promote and support water education and training.

Please refer to Section III for additional information on these major components.

Because of the strong support provided by the State of Arizona through the Arizona Department of Water Resources and the implementation of Arizonas Groundwater Management Code of 1980, no funding will be made available for water management and/or water conservation plans under Phoenix Area Office funding opportunities.

Reclamation recognizes that the need to conserve water is critical in the arid Southwest.  No single entity, acting independently, can meet the challenge of improving the efficiency of water use in this area without a combination of new technology and innovative management.  Consequently, a key to meeting this challenge will be the continuation of the partnerships formed between Reclamation and all water users, other Federal and State agencies, educational and research institutions, and other interested parties.

Objective of this Funding Opportunity Announcement

The objective of this Funding Opportunity Announcement (FOA) is to invite irrigation and water districts, states, local governments, water providers, universities, and other entities that have an association with a Reclamation project to leverage their money and resources, by cost sharing with Reclamation, on projects/activities that make more efficient use of existing water supplies through water conservation and efficiency in the Phoenix Area Office boundaries. OVERVIEW

The Alliance for Wilderness Education and Stewardship (AWES) is a 501 c (3) organization dedicated to informing, uniting, and supporting the extensive community groups and individuals actively engaged in stewardship of the National Wilderness Preservation System (NWPS).  AWES goals are to: 1) engage, inspire, and mentor the next generation of wilderness stewards by supporting the expansion of educational, experiential, and professional training and developmental opportunities; 2) provide career development and networking opportunities; 3) collaborate and partner to increase the knowledge and capacity of agencies and organizations to support the NWPS; 4) develop and deliver state-of-the-art science and best management practices; 5) provide reliable and credible information regarding wilderness stewardship issues and opportunities; and, 6) advance public awareness and support of wilderness stewardship.

In August 2012, the NPS, Bureau of Land Management, US Fish and Wildlife Service, and Forest Service signed a Memorandum of Understanding (MOU) with AWES to formalize a collective commitment to celebrate the 50th anniversary of the Wilderness Act by collaborating on and facilitating public education and awareness initiatives. The MOU describes the collaborative relationship among the federal land management agencies, AWES, other non-governmental organizations, and academic institutions, collectively operating as the 50th Anniversary National Wilderness Planning Team (Wilderness50). AWES holds a distinct role among Wilderness50 partner organizations as the official fiscal sponsor for 50th anniversary of the Wilderness Act planning events, activities, programs, and products that will be utilized to raise public awareness of the benefits and values of wilderness and its purpose for the use and enjoyment of the American people. 


RECIPIENT INVOLVEMENT

The objectives of this Agreement are to cooperatively: 1) Work with AWES and Wilderness50, and other partners to facilitate programs, activities, products, and events associated with the commemoration of the 50th anniversary of the Wilderness Act; 2) Work in partnership with AWES, Wilderness 50, and other partners to improve wilderness stewardship awareness, and increase the public awareness of wilderness; 3) Work with AWES to build capacity, broaden institutional knowledge, and advance education and training for continued high-quality stewardship of wilderness lands; and 4) Work collaboratively with AWES to address current wilderness stewardship issues.

AWES agrees to:
¿	Identify a contact to serve as a liaison between the AWES and the Wilderness Stewardship Division of the NPS and provide regular communication.
¿	Participate in face-to-face or virtual meetings or conference calls convened by the NPS regarding matters that arise out of this Cooperative Agreement and related activities.
¿	Maintain familiarity with the internal structure and operation of the NPS and use that knowledge to facilitate cooperative relationships between the NPS and AWES membership.
¿	On request, make available to the NPS information about the AWES¿s goals and share education and promotional materials with the NPS.


NATIONAL PARK SERVICE INVOLVEMENT

Substantial involvement on the part the National Park Service is anticipated for the successful completion of the objectives to be funded by this award.  In particular, the National Park Service will be responsible for the following:

NPS agrees to:
¿	Identify a contact to serve as a liaison between the Wilderness Stewardship Division of the NPS and AWES and maintain regular communications.
¿	Invite AWES to participate in face-to-face or virtual meetings or conferences if matters arise out of this Cooperative Agreement and related activities.
¿	Share structural and operational information about the NPS that contributes to better understanding and cooperative relationships between the NPS and AWES.
¿	Participate and provide guidance in the review of programs, events, and activities associated with the commemoration of the 50th anniversary of the Wilderness Act that are led by or involve the AWES.

The projects or activities under this Agreement will be individually authorized by separate task agreements, with each project or activity having a separate work plan and budget developed cooperatively between the NPS and the Society for Wilderness Stewardship.


SINGLE-SOURCE JUSTIFICATION

DEPARTMENT OF THE INTERIOR
SINGLE SOURCE POLICY REQUIREMENTS

Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award.  The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.


In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:

(1)	Unsolicited Proposal ¿ The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives;

(2)	Continuation ¿ The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity;

(3)	Legislative intent ¿ The language in the applicable authorizing legislation or legislative history clearly indicates Congress¿ intent to restrict the award to a particular recipient of purpose;

(4)	Unique Qualifications ¿ The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications;

(5)	Emergencies ¿ Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.


The National Park Service did not solicit full and open competition for this award based the following criteria:

This is to support projects complementary to National Park Service program efforts in resource conservation and protection, historical preservation and environmental sustainability. These projects may include but are not limited to research, education, outdoor recreation and community outreach and safety. The objectives include promoting the use of culturally diverse resources and environmental advocacy in collaboration and cooperation with state, tribal, and local governments, nonprofit organizations and educational institutions.

This solicitation represents continuation of the NASA Innovative Advanced Concepts (NIAC) program, which issued its first solicitation on March 1, 2011. More information is available at: http://www.nasa.gov/niac     . 

This NRA will solicit multiple studies, each of which will investigate an architecture, mission, or system concept with the potential to enable a great leap in space or aeronautics. NIAC is part of the Space Technology Mission Directorate. Aerospace architecture, mission, or system concepts proposed for NIAC Phase II studies must be exciting, unexplored, far-term, and credible. Proposals for narrow technology or subsystem development, or incremental or near-term advancement, are explicitly out of scope for this program. Finally, while NIAC encourages daring vision and accepts the accompanying risk, proposals must be technically credible and plausibly implementable. 

This solicitation is open to any principal investigator or organization that has completed a NIAC Phase I study, but has not yet completed a Phase II study. Applicants from the prior NASA Institute for Advanced Concepts that have completed a Phase I study, but have not completed a Phase II study, are also eligible unless the reason for not completing a Phase II study was discontinuation at the midterm review.

Affiliation with any educational institution, commercial or not-for-profit organization, research laboratory, government agency, or NASA Center (including the Jet Propulsion Laboratory) is permitted. Individuals may submit, as long as they meet the registration requirements for NSPIRES. Every organization that intends to submit a proposal in response to this NRA must be registered with NSPIRES, and such registration must identify the authorized organizational representative(s) who will submit the electronic proposal. Each electronic proposal system places requirements on the registration of principal investigators and other participants (e.g. co-investigators). Potential proposers and proposing organizations are urged to access the electronic proposal system(s) well in advance of the proposal due date(s) to familiarize themselves with its structure and enter the requested information. Specific proposal submission deadline dates, evaluation criteria, and submission information

With the passage of ATRA, the MIPPA programs have again been reauthorized for a total of $25 million[1] in Fiscal Year (FY) 2013. This legislation builds upon the 2008 MIPPA legislation which provided for beneficiary outreach and included funding to State Health Insurance Assistance Programs (SHIPs), Area Agencies on Aging (AAAs), Aging and Disability Resource Center programs (ADRCs),  and for a resource center to help coordinate efforts to inform older Americans about available Federal and State benefits.
The Centers for Medicare & Medicaid Services (CMS) and the Administration for Community Living (ACL) are jointly administering the MIPPA funding through a single announcement and a coordinated implementation and monitoring process as a model for similar state and local collaboration for this funding. 
The national MIPPA resource center will coordinate efforts to inform older Americans and beneficiaries with disabilities about the benefits available under federal and state programs, with an emphasis on providing information on the Low Income Subsidy and Medicare Savings Program benefits. The Federal Project Officer will also assist with obtaining state and federal permits, as needed. 

Finally, the Service is required to expend funds from the natural resource damage settlement for the Nyanza Chemical Waste Dump Superfund Site for restoration purposes (Restoration Plan and Environmental Assessment for the Nyanza Chemical Waste Dump Superfund Site). Project success requires substantial involvement by the Service to ensure that restoration objectives are met.

Consequently, many of the plant and animal species associated with these habitats have become threatened or endangered.  Some of these rare habitats are protected and currently managed by the BLM. It also engages and aligns the inter-agency and larger scientific community efforts towards addressing the challenges posed to improve hurricane forecasts.  The goals of the HFIP are to improve the accuracy and reliability of hurricane forecasts, thereby increasing confidence in NOAAs hurricane forecasts.    

The specific goals of the HFIP are to reduce the average errors of hurricane track and intensity forecasts by 20% within five years and 50% in ten years with a forecast period out to 7 days.  The benefits of HFIP will significantly improve NOAAs forecasts services through improved hurricane forecast science and technology.  Forecasts of high accuracy and greater reliability (i.e., user confidence) are expected to improve public response, and save lives and property.   

The goal of this notice is to promote and enhance NOAAs collaboration with Principal Investigators (PIs) at academic institutions and private industry, and offer support of their expertise and experience to contribute towards the advancement of hurricane science and modeling to improve operational hurricane forecasts.      

Improvements in tropical cyclone forecasting over the past two decades are largely attributed by both national and international communities to a wide range of advancements in NWP.  These improvements have mainly been achieved by advancements in observational platforms, data assimilation techniques, and higher resolution global and regional hurricane prediction systems with improved model physics.  The forecast improvements also have resulted from development of ensemble based guidance.   These achievements have been made largely through investments in both science and technology that have directly benefited forecasts over the large scale tropics, the hurricane environment, and more recently, on the hurricane vortex scale.  The range of activities that HFIP seeks to support is identified within the following themes:  

*      Increased usefulness of observations of large and vortex scale circulations in both global and high-resolution (e.g., regional) hurricane modeling systems.  

*      Advancement of data assimilation techniques for both large and vortex-scale circulations. 

*      Advancement of model development activities for both global- and high-resolution regional hurricane modeling systems.    

*      Enhanced development of high resolution ensemble based hurricane prediction systems to increase utility of numerical hurricane guidance for forecast applications.  

*      Characterizing the intrinsic predictability of tropical cyclone genesis, track, intensity, and rapid intensification.

Successful projects are expected to provide promising near term improvements to operational hurricane forecasts.  This would be accomplished through transition of applicable and transferrable research modeling applications into operational hurricane systems within two-three years after completion of the funding period.      

Projects to be funded will involve both research and operational high-resolution regional hurricane models such as the HWRF.  Community support for the National Center for Atmospheric Research (NCAR) s Advanced Hurricane Research WRF (AHW) and the National Centers for Environmental Prediction (NCEP) operational Hurricane WRF (HWRF) can be obtained through NCAR Mesoscale and Microscale Meteorology division (NCAR/MMM), and the Development Testbed Center (DTC) by visiting http://www.dtcenter.org/HurrWRF/users. Proposals that involve HWRF model development should include a plan for testing and evaluating the new capabilities. A hierarchy of testing should be proposed, ranging from do-no-harm to existing model capabilities, to case studies, to multi-season tests required for transition to operations. The rivers support nearly 40 mussel species and over 100 fish species including several that are threatened or endangered.  The St. Croix National Scenic Riverway and Mississippi National River and Recreational Area are likely on the verge of being colonized by bighead carp Hypophthalmichthys nobilis and silver carp Hypophthalmichthys molitrix (hereafter Asian carp).  Asian carp have established populations in the Upper Mississippi River near Keokuk, Iowa.  In 1996, 2011 and 2012, individual bighead carp were caught in the St. Croix River. In 2011, environmental DNA sampling indicated that silver carp were present in SACN and MISS (Minnesota Department of Natural Resources Press Release). 

Zooplankton are key primary consumers in aquatic systems, limiting algal blooms and in turn supplying food for higher invertebrates and fish. Both species of Hypophthalmichthys can decimate zooplankton populations, and in both natural and experimental systems this impact has been shown to increase algal blooms and harm other planktivorous fish and fish fry.

STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN: Test the null hypothesis that food web structure does not differ between the St. Croix and Mississippi Rivers or between habitat types within rivers.  Establish robust baseline data on pre-invasion food web structure to quantitatively evaluate future control and remediation efforts.  Compare results with literature on Hypophthalmichthys spp. food preferences to identify habitats with food web structure most favorable to the growth and reproduction of invasive.  Compare the St. Croix and Mississippi River Parks and identify rivers and/or habitat types with food web structure most dependent on pathways likely to be disrupted invasive carp. Results will be combined with known habitat preferences of the different carp species to direct removal and eradication policies and develop predictions about most likely impacts of carp on threatened and endangered species.  Determine if gizzard shad are more dependent on planktonic (via zooplankton) or detrital carbon sources and if that varies in the presence of Asian carp (the latter portion of this objective depends on sampling in the Illinois River where Asian carp are abundant).
Zooplankton were sampled in Lake St. Croix and above the dam at St. Croix Falls (WI) in 2010 and 2011. Results from analysis of the 2010 samples are complete and intriguing.  This project is complete with one caveat: zooplankton richness and abundance was an order of magnitude higher than expected based on similar systems. Sample preparation and counting took nearly three times as long as expected, so only samples from 2010 were counted. Samples from 2011 were taken but will be counted in fall, 2013 pending further support.  While crustacean plankton preserve well, the smaller plankton like rotifers do not. If the samples are not analyzed by the end of 2013 they will no longer be useful given the importance of rotifers and protists in river systems.

RECIPIENT INVOLVEMENT: The College will provide the qualified researcher to conduct the project to meet the objectives and established management plan.

NATIONAL PARK SERVICE INVOLVEMENT: Participate and collaborate jointly with the Recipient in carrying out the scope of work.  To provide a NPS technical representative to assist with specifics of the project as needed.  Review and approve one stage of work before the next stage can begin.  Review and approve proposed modifications or sub-grants, prior to award.  Direct or redirect the work because of interrelationships with other projects.  Immediately halt an activity if detailed performance specifications are not met. The Federal Project Officer, in combination with biologists from Great Meadows National Wildlife Refuge, are expected to provide guidance and technical assistance in the design and development of the project, reviewing, analyzing and interpreting data, and providing oversight and coordination with other restoration projects in the watershed. The Federal Project Officer will also assist with obtaining state and federal permits, as needed.

The objective of the new groundwater well is to exchange a portion of the Lewiston Orchards Projects current surface water source for groundwater from the new well, to partially resolve impacts to endangered  steelhead and their habitat caused by surface withdrawals of irrigation water. The two priority areas are 1) demonstrating how the federal data, especially the linked data, can be used to address pressing substantive questions; and 2) assessing the primary shortcomings of the FJSP data for federal criminal justice statistical reporting purposes, and proposing and implementing methodological solutions to address these issues.
The successful applicant will provide a well-organized staffing plan that will be responsive to BJSs changing priorities by adapting quickly to substantive shifts in tasks. The FJSARC will advise and educate BJS staff in methodologies to improve the rigor of measuring the federal response to crime, including identifying and quantifying the impact of gaps in the federal data and forwarding ways to address issues such as selection bias and imputation of missing data. The successful applicant will also employ advanced techniques to analyze longitudinal and cross-sectional data to improve an understanding of the federal criminal case process. The SBDC program is the SBAs largest matching grant-funded service delivery network providing high quality business and economic development assistance to small businesses and nascent entrepreneurs in order to promote growth, expansion, innovation, increased productivity and management improvement.  The SBDCs, in partnership with SBAs Office of Small Business Development Centers (OSBDC) and SBA District Offices, develop programs and provide business management and other services that enhance the economic development goals and objectives of SBA and their other respective state and local funding partners.  The SBDC program is a broad-based system of assistance for the small business community that links the resources of Federal, state, and local governments with those of the educational community and the private sector.  Although SBA is responsible for the general management and oversight of the SBDC program, a partnership exists between SBA and the recipient organization to effectuate the delivery of assistance to the small business community.

Rural Development is participating in the Investing in Manufacturing Communities Partnership (IMCP), which is a new Administration-wide initiative that will accelerate the resurgence of manufacturing and help cultivate an environment for businesses to create well-paying manufacturing jobs in regions across the country.  The IMCP is designed to reward communities that demonstrate best practices in attracting and expanding manufacturing by using long-term planning that integrates targeted investments in workforce training, infrastructure, research, and other key assets. 
 
The IMCP is being initiated in FY 2013 as EDA, USDA, SBA and EPA each provide funding for regional implementation strategy grants.  The agencies will allocate funding through existing programs to advance this critical national priority.  Strategies developed by these grants, as well as existing strategies and those otherwise under development, will enhance regions efforts to compete for future proposed large scale IMCP grants (10 to 100 times the size of the implementation strategy grants).  These grants will be given to communities with the best strategies for attracting private investment.  IMCP partner agencies will coordinate funding across agencies in order to leverage complementary activities while also preventing duplication of efforts. The proposal will confront the root causes of violence and crime in a creative and effective way and seek to create positive cultural and social conditions, which are the foundations of a peaceful and orderly society. Root causes in Belize include, but are not limited to, the lack of economic development, the lack of skills and/or tradecraft, the lack of conflict resolution skills, and/or the lack of opportunity for youth. Marginalized youth are empowered when given a voice and opportunities. Equipping marginalized youth and their communities with economic opportunities and/or business training can help them reach their true potential as entrepreneurs and improve citizen security. 

The Embassy plans to award a total of $500,000 USD for a project period of one to two years. Applicants may apply for amounts of $50,000 USD up to $200,000 USD. The U.S. Embassy may award up to ten grants which do not exceed the total of $500,000 USD. 

Eligible applicants are non-governmental organizations (NGOs), non-profit organizations (NPOs), International Government Organizations (IGO), Educational Institutions, and individuals. Grants will be awarded directly to the organization. NGOs and NPOs must provide documentation of legal status with the grant proposal. The Embassy reserves the right not to award any funds based on the quality of the proposals received.

All applications must be submitted on or before Sunday, July 14, 2013 by 11:59 p.m. local time in Belize to belmopangrants@state.gov. Applications submitted after 11:59 p.m. on Sunday, July 14, 2013 will be ineligible for consideration. Appendices, attachments, exhibit, etc. for applications already submitted will not be accepted after the deadline.
